About CWE Southeast Special Business District

General

The Central West End Southeast Special Business District (CWE SE SBD) is a special taxing district managed by a Mayor-appointed Board of Commissioners, consisting of five property owners and two renters. We are committed to providing safety and security initiatives throughout the district. Read through the 2023 Annual Report here.

These initiatives include providing supplemental security patrols, managing a security camera network, and updating pedestrian lighting throughout the district. We work closely with the Central West End Neighborhood Security Initiative (CWENSI) to achieve these goals.

Recent Updates

In 2023, the SBD saw the installation of 68 pedestrian lightpoles in the District near Laclede and Boyle, Taylor, and Newstead. The Board of Commissioners has voted intent to fund 47 more lightpoles, working to expand that project to provide higher visibility and better walkability in the District. Additionally, the SBD funded the engineering work for a new pedestrian walk signal across Forest Park Avenue near the Foundry to support safety and visibility for pedestrians, with implementation ongoing.

This past year, the SBD invested in more than 1,500 hours of supplemental security patrols through The City’s Finest and partnered with CWENSI to support its camera program in the neighborhood. CWENSI also provides outreach to individuals experiencing homelessness in the neighborhood to identify and provide resources, including 48 engagements in the SBD in 2023.

The SBD partners with ATBM for ongoing District cleaning services, such as litter maintenance and tree watering, supporting more than 100 young trees in 2023. Additionally, Pretty City Gardens and Landscapes has helped maintain five medians in the District through intentional plantings.
